Chicago seems like an odd choice for this and especially the site. There must be some hefty tax incentives available.

The Chicago area already has schools churning out the kind of people they would need. There is a fair amount of somewhat related research done in the area at Advanced Photon Source, Center for Nanoscale Materials, Argonne Leadership Computing Facility, and Fermi National Accelerator Laboratory.
